If the transition from the large pipe to the smal one is smooth inside, then these will excelerate the inlet gasses a great deal. It should give good mixture and spread in the chamber, which should give a nice torque figure.

I think the reducing diameter was more a consequence of the way the manifold had to be made than intentional...

If you start with stock 28mm ports, and your bike carbs are 32mm, then a reduction is necessary

Intentionally done it raises low-speed power, put lessens top-end power. So less HP
