It was not rare in USA. Most of the sedans had this plate.

ddgonzal I was wondering if you could pm me mate very interested in these covers ,I would like to bring atleast 10 over to australia can you help ? or anyone who can source them ,Would love to make em out of carbon fibre and have them placed in one of my trims would be tops if any one could helpl..........................

Hehe. At one time they were not rare, but now they are somewhat rare. And one just sold on eBay for $36 !!! I have one ... I guess they are worth about $36 now.

There are two studs on the back of the plate. It fastens with two nuts.

Good question. We have several photos of the mask/blank/delete plate at Radio Delete Plate -- but none of the backside!
