Here in Portugal i tkink is the same... the tires can't be seen passing the lines of the car so if we use large tires we can use flares to cover... the dificulties is to legalize the wide tires and larger rims... i don't know the difficulties in legalizing bigger rims and tires to old cars here in Portugal...

hi mates! i hade the change of geting legalized 175/R13 wheels for my dat very easy, but i never saw a car whith flares on and stt whell

I have always been under the impression that so long as the tyres aren't visable from the top (looking down), then they are legal.
In queensland there are rules about increasing the track of an axle by no more than 26mm on a passenger car. So the flares might be legal but you aren't meant to widen the track.
