I thought you could pretty much do anything to a car in the shaky isles? I've heard of street registered cars with half chassis' and ladder bar rear ends over your way. If that's the case your man should have no worries OK'ing a twin turbo small block.
If you go this way you may need to start wearing brown undies though.
