The Ignition Switch on a B310 is the same as the later 1200 LARGE unit

Pull the connector off, and undo the two small screws holding to the back of the ignition lock

When you get the switch off, you can turn it with a screwdriver. Turn it to the ON position.

Using an ohmmeter or check light, test for continuity between Battery and Ignition. Turn it to Start, then check for continuity between Start and Battery. If it doesn't switch both of these, get a new switch. They are cheap.
If it switches, the no-start problem is likely to be in the wiring. Check in the engine compartment wiring to the Starter and Coil. Loose wire connectors is one thing that can cause this problem.
Since your starter works with a screwdriver, the starter itself appears to be good.
