Top picture looks like the clear went on too dry or dryed before it hit the surface (Gun too far away), change in color half way over not good.
How many clear coats did you put on?
Is the bottom image where you have sanded it or just added water. Looks to me like the clear has peeled off in that second picture. If so something has gone wrong (hopefully not 2K clear on 1K base issue). Sanding cured paint shouldn't do that.
