sounds like you have it fairly well worked out
VL (even non turbo) pump will be fine under the car, plenty of room on passenger side. ute tank is not a bad design in terms of fuel slosh so no surge may be ok if you dont run the tank down too low (keep it 1/3 full at a minimum)
what size is the rear housing on the turbo (.64 or .86) i hope no bigger than .64
weld up the mechanical advance in the dissy
good luck with tune on carbies! that power may be possible with a good tune, with a home "she'll be right" tune i reckon you are pushing your luck
there is a big breather on the top of the fuel tank, you can t-piece your fuel return line into that to complete the return back into the tank
when i blow-through'ing a carby it kept pushing gaskets out, be warned because the carby sits over the exhaust - the fuel leaks on to the hot exhaust. have a fire extinguisher (althought they are near useless) and be vigilant about checking out leaks
