Yes, that Weber 28/30 would too small for an A15. The Weber 28/30 DFTH has 21/23 venturis, smaller than the stock A15 Hitachi which has 21/27 venturis
By contrast the Weber DGV has 26/27 venturis - too big a primary to be optimum, but runs fairly well even so, and flowing more than stock at higher RPMs. The best thing about a DGV is a brand new one (not ebay) is only $338. As far as I'm aware, there are no new A15 carbs, only new A12 carbs. There are remanufactured A15 carbs for $282
