if it were fuel pressure or needle and seat, the carbs would be flooding and it would be running like #OOPS#. Better off looking for leaks, but webers often mist fuel out due to reversion or stand-off or whatever, so it's common to get a bit of a fuel smell.
Shouldn't be too hard to find something at clarke's rubber that will do the job of a cowl seal.
