OK for my 1200 the numbers are:

183rwkw = 245rwhp

Working off an estimated 20% driveline loss = 294 at the flywheel.

Estimated weight is 900kg. I am yet to have the car on a calibrated weighbridge.

1000/900 = 1.111 x 294 = 326HP/tonne

It's not about right or wrong. It is simply different approaches to performance improvement.

There are a lot of ways to lighten a car which are also free. So you get all the benefits of a lighter car and it is light on the wallet too.

Keep in mind that having more engine power does not improve your car's handling or reduce braking distances.

A combination of lighter weight and increased horsepower is obviously ideal for most people but why not maximise what you have right now?
