as dd said it's a mystery, so try polishing it with steel wool and tooth paste, try a small area inside and out first to see if it improves, if it doesn't a new screen is needed

is it a Laminated screen? the little id info in one corner will state either "laminated or safety glass"

if its on the outside and you cant wipe it clear then it could be hard rain build up [a film of salt like deposit that builds up if the screen has been left outside for a long period of time] or if you don't know if its inside or out side it may be moisture creep if its a laminated screen,if its the build up a clean with a "CHUX bathroom magic eraser" available at supermarkets, or even a LIGHT polish with tooth paste [mix a bit of tooth paste with water to form a slurry and polish with a soft cloth] should fix it.

It sounds like the splines on the shaft or the steering wheel are worn, remove the horn button assy and see if there is any sign of freeplay between the shaft and wheel also the coupling from the shaft to the steering box
