that's why race car's have catch cans to spit out water and other s*!t that gets in there oil.

I know in sa you can't even get 13b engineered.

so i'd say no they won't let you get it registed.But you mite have some luck.

looks like it just needed more fuel and going up to a higher gave you a better mix.
