I think you need a more modern magazine test as the imfo you just wrote is not really relavent to a lot of Aseries RACE motors which are putting out more than triple the HP at higher RPMs.and dont need a long road to get to high speeds

There are to many variables in your question to answer
Brand/compound/temp on the day/laps you do
I start with 22psi using Hankòok semi slck

UP DATE 1 motor is 1mm oversize and the other is 1.5mm over size
And the 1322cc motor is4.5mm oversize.

Both A12 motors are 1mm oversize one is ready to put together the other would have to be stipped and cleaned
You need to see them to make up your mind wheather they are usefull
