ca18 peculiar fuel issue

I have an old ish Ca18det and some of the plugs have had issues with corrosion. I have had these fixed.

What is strange is that when my car starts cold, there is a stench of fuel - it runs way too rich. The idle is terrible.

Then when it reaches operating temperature, the idle is fine and the mixtures are fine. You can hear the revs change suddenly.

Would it be the water temp sensor? I just had it replaced and rewired. pulling it out when the engine is on seems to make no difference!
Any thoughts? Maybe the wires (blue and blue/brown) have been wired wrong?
