"Cannot create user"

Somebody has contacted me saying that they cannot sign up to the forum. he said that whenever he fills out the 'application' form it comes back that it cannot create the account or something. He can still read etc just none of the members features.
Can anybody help? Cheers guys and gals!

Disable Symantec Internet Security until he has signed up.
Otherwise he might be on a domain that is banned by this website.
