if you use a late model head on an early a12 block ( distibuter in frt) you will not get oil to the rockers unless you modify the head

on yhe other hand the rockers are the last to get lubed and your pump may not have enough volume to get oil to top of engine at cranking rpm as Dodgeman said start it up and see if you get oil to the top within 15 to 20 seconds
