Not sure about the wider drums but I am fairly sure that spacers are legal as long as they are approved. One stipulation is that the spacer must be fixed to the hub. The problem with this is that they are usually too wide, 20mm I think. Have you spoken to an approved engineer or RTA down there for a YES or NO answer?
