hmmmm i would have thought that it is the brakes rather than the shocks. If they are shot, then replacing them is a good idea anyways, but i wouldnt think that vibration and wobbling under braking is a symptom of bad shocks.

You say you have checked the drums and shoes, which leads me to think that your vechicle is drum all round, and not a newer 1400 Bakkie.

Uneven adjustment of the shoes can lead to what you are suggesting, but if its disc in the front, then i would lean towards warped discs.
If the drums are out of round then you will also get vibration.

Perhaps some more information about the car and exactly under what conditions this occurs.
