GRP flares are readily available in Australia and USA If you want anyone to ship some over they will cost from about $300 US landed.

I am currently running 185/60 R13 and very happy with the combo. Nice grip, not too big and not much trouble with touching of the guard except in the back where I needed to remove the lip for the big dips in the road when the tyre goes a little deep under the guard.
Max that I would go is 14".

depends what tyres you run but i have 13x7 on my 1200 and they fit well with 175/50's, -7 offset. With 7's between 0 and -9 offset is good.
Have seen 9's, really depends how adventurous you are and if you want to roll guard or add flares.

im thinking about getting flares but at not until its time to strip and paint the car...

Rota have got a set of wheels 13x8 with +4 offset, will these fit? with 185/55/13?
