I dont think there would be a problem having a 1969 car with a 1968 motor if they wre both a series. I think the problem starts when you do a conversion from a diferent model motor into your car such as puting an L series into an a series car.

The 1200's were made up till 74 and the 180bs were being pumped out in 74 so what would the big deal be. There from the same era.The only issue should be stopping power, Structural safety. etc.We put CA motors in these things with no hassles and there getting you to right essays regarding an engine conversion. Find another engineer mate Someone is pulling ya leg. Hope he's not your uncle or something. thats just wrong bud.

Its not the enineer its transport you have to get transport aproval first then it is up to you to find a engineer to tell you what you can and cant do. at the end of the day they take photos sumit them them to transport for a final ok if they reject the car it is the engineer fault for not design in it properly so he has to be up with rules and regs. its a lot of hard work to have your project rejected for rego.
