Out of balance forces create small amounts of extra drag internally in the box and diff unis ect. The main problem is is takes more power to accellerate the drive shaft if it has an pout of balance component (think of a piece of plasticine on the side of a length of rod and trying to accelerate this to 8000 rpm. A lot more effort is required to accellerate it if the engine has to overcome out of balance forces.
