Loosen the caliper->strut bolts, find a solid looking part of the caliper, and hit it with a hammer. It's probably only bonded with the metal in the pad and rust-bonded onto
the disc. But most likely a sharp hit with a hammer will free it up. Then soak it all in Kerosene for a couple of hours.

You can try undoing the caliper mounting bolts and carefully lever a big screwdriver in between the calpier body and the top edge of the disk. If the pads are stuffed you could also try
to lever the piston back in in much the same way but be careful of the disk surface. It may help to loosen the bleed nipple so that as you lever the piston may have a chance to withdraw a
little. If all else fails careful application of heat to the caliper may just expand it enough to break the lock. You are going to put new seals in anyway so it won't really hurt
anything, just heat it evenly. If you have to go to this extreme however I would wonder whether its worth perservering with that caliper.
