A high-quality flatbed scanner should work.
For example, i have a $150 Canon 600F. This kind of scanner has a special film negative attachment that lights the back of the negative.
Not sure if microfiche is a negative or not, but seems similar...or you could just try it with any 'good' scanner and see what happens.
Probably a scan at 600 dpi would be fine. I usally use 1200 dpi for 35mm film and it ends up like 10MB per photo.
Then with photo software, crop out each page and save as a JPEG. Experiment with resizing until you get a single-page file under 100K, probably something less than 800x600 will do it. 640x480 should be under 100k JPEG.
