perthute, from what I can gather from your posts, is that you did not open the motor up and played with the head, I know Rezlo also had reving issues on his A15, maybe search for the post, something could come out of it.

Sounds like an ignition problem, has the dizzy been regraphed to run without vac and for the cam?

As for fuel, you need around 2-3psi at idle and this cannot drop below 1.5psi, thats the best way to make sure you have enough fuel watch that pressure gauge like a hawk, at high revs you still need at least 1.5psi... that way you know the flow is enough, if it drops fit the other pump in parallel to increase flow.

If you sort all that out, what size chokes are in the 40's? Your getting more out of it when you back it off because you are choking the carb slightly richening the mix so your getting too much air for the current situation, BUT this could be because of not enough fuel etc incorrect spark. so sort those issues out first.

Have you timed the cam or was the cam timed before you got hold of it, did the carbs come with the motor and are they for the motor, also what happened to the dizzy that was on it in the first place?

Rezlo's head was incorrectly assembled. The inner valve springs was not working due to incorrect installment of that cap thingy that holds the valve springs onto the head.

My bet would be carbs.

Just a thought - disconnect any tacho or rev limiter you may have. My coupe would not rev past 6000 on occasion at the track and the problem was the standard coupe tacho. Diconnected it and looped the connectors and all good! Tacho's are often the source of electrical gremlins - worth a try.
Cheers

Check valve spring seat pressure, very easy just with valve cover off, mine did identical thing to what your discribing and as gxman said, it was due to machine shop not using the supplied spring seats, rather the stock washer style shims = no spring pressure on my tomei dual springs = 6300rpm rev limit... with the right shims thanks to Mr B projects she revs to 8500-9000 easy.
