For the CA18DET, the Ballast resitor is about 20x20x120mm in size. It's mounted on the side of the air filter box, but it might be mounted on the vaccuum canister box with all of the vaccuum hoses coming out of it. If you don't have the resistor in, then you'll blow the guts out of the injectors. Maybe the importer tried to wire it up for a test and buggered it, unlikely?

But it could also be that they are gummed up. I've always had my injectors cleaned before trying to start my imported engines.
