it still works fine with out that rubber, the cables just hangs down, mine doesnt have that piece of rubber ATM and it still works...

Is there any chance that the rear adjusters aren't adjusted all the way - they are a 'cam' sort of a thing, so you might think they are adjusted, but if you screw past that to the next flat, or the one after that, it might make the difference (if that makes any sense)

mine doesnt lock when moving but slows down real quick with hb on.

i dont figure hb is for stoping by yanking on it, i just like all 4 wheels to stop me by pressing the brake pedal.

As i noe,most of the drum HB can lock at least by weight transfer...
But I cant lock mine even wif weight transfer...

its most likely your cable is stuffed.... i got a new cable made for my wagon and it locks up so easy even if im doin 60kph.

The correct way to adjust your handbrake is as follows.

Back your hand brake off all the way. Adjust your rear brakes until they lock, then back them off until the drag just a little. (usually 1 or 2 flats of a cam adjuster or 4 clicks of a rachet) Then adjust your hand brake to the desired tension.

You should NEVER attempt to adjust your rear brakes with the hand brake. or adjust your rear brakes with the hand brake even partially adjusted.

Apart from fitting internal components incorectly, it will work every time. None of my datsuns, holdens, toyota's or fords have ever failed to rip a hand brakie in the wet or dry at any speed. The only time I have encountered problems with them is when they have been incorectly set.
