rust is just like cancer you can treat it now n be no signs for a while but it will always return one way or another..

if its like you said surface rust just sand off the surface back to full bare metal n finish it of nice n smooth 240 grit or 400 grit sand paper with 4 coats of HS ( high solid primer ) make sure its 4 parts to 1 when mixing so its got a build up of primer...

I got a price of $900 to sand & prime my Hilux ute cab only so those prices aren't far off.

When you consider how much time it will save you, $1200 isn't bad at all!!

What did you use on the panels, got a link to the product? Most likely you're OK if you can neutralize it properly prior to coating it w/anything, primer, epoxy, paint, bondo, etc...

figure out what it is & how to wash it off properly then sand down the metal again, you dont want to grind any of it into the metal. Some of that stuff you can neutralize w/just water just dont put anything on top of it till you've cleaned it properly - the same goes for chemical strippers as well, they just need to be throughly cleaned.
