Third world countries are developing and of course their standards will never suit those of the first world supplier unless the supplier intervenes and demands better practice. Take a look at Vanuatu beef or even Fiji. I’d even go as far as saying this sort of practice is probably common in PNG also, but only because the facilities, infrastructure and government are severely inadequate.

In the instance of abattoirs it would be hard to conduct as so many beast have to be slaughtered. I would not be surprised if the owners of the abattoirs even have it on their agenda to bring a better system in place.
