Maybe in South Africa A14s are so low-powered. But US A14s have just about the same peak HP as a US A12, and considerably more low-speed HP. The reason the stock A14 doesn't have more HP is because the stock carb is limiting the airflow. If you just change to a larger carb, the A14 with a 32/36 will have more peak HP than an A12 with a 32/36.
Your A12 GX engine has a similar cylinder head to the A14 (oval ports). So even though the peak HP (what's listed for your motor) is more, an A14 with a similar induction system (head, carbs, cam and exhaust) will make more power than the A12 GX.
The real question here is: will a "stock A14" make more power than some other engine? It depends on what year, model, country and condition the A14 is in. They vary quite a bit.
