Anyone know a good way to remove the lower water pipe from the block? The one that comes off the water pump to the lower radiator outlet.

"Fasten the Vice-Grips then hammer the pipe out"
Hammer where? You mean like back and forth, using the Vice grips as a handle?

This is the same way I use for removing the similar
sized water outlet tube at the front but with a piece of leather to avoid bite marks. VGrips are saviours.

Good question. I just hammered it straight off. Away from the block. Only took 3 or 4 medium taps. YMMV.
