Hi guys whats the best way yo get ride off surface rust,heres a pic.

Grind it, sand it but remove it all if you can, then use a rust retarder/converter/primer.
Thats what I did, rust converters from my experience do not work very well, so remove as much rust as you can.

Sanding won't do by its self. Somerust wi be left Pitted in to the metal. The ideal method is media blasting/ soda blasting. Or go get some deoxodine for
Your local auto shop. It will desolve the rust and clean the metal. Then use a good acid etch primer to make sure it stays away.

Best way if you have the money is to soda blast it or MAYBE sandblasting, however sandblasting can be risky as it can pitt the metal if not done properly...
I just used a 100mm grinder with a heavy duty wire brush, about 15 dollars a brush and they work a treat!

Actually leaves a fairly smooth finish, take care not to over heat the larger panels as that'll stretch them and make the pop in and out....

Try ask a crash shop they can usually supply you with what ever you need. People are always coming and ordering paint from the crash shop I work at.
