says he has the part you are wanting, asks if you still looking for it - - responds regularly to eMail and sends added info you ask for - asks for money to be sent - does not deliver

Yes they will take you serious, mail fraud is one of the things that they go after, and it doesn't matter if you live outside the U.S., the best way to deal with these dirtbags is let them guys deal with it. They don't play around, BIG GUN, a badge, and matching bracelets for stupid people who do dumb stuff like that.
