So have u checked for spark as well?

the carbi was made in china do you think the jets might be different?
or for higher altitude
would i be able to use my old carbis jets?
i havent opened the new carbi or done anything with the jets

Engine will start even if it has the wrong jets.

Is the fuel level at the dot? If its empty it won't start.

That is good. The only thing the carb needs to do to start the engine is squirt fuel.
So ... does it squirt fuel when you floor the accelerator?

Yes. If it doesn't start, check for spark

nah it doesnt squirt fuel when i put the accelerator to max,
even if i put my hand on the top of the carbi to stop the air no fuel goes onto my hand and i cant feel it want to squirt out?

do you reckon its a dodgy carburettor

the spark is fine i recently put in electronic ignition and had a auto elec do my wiring

Put the old carb back on even if the idle jumps around so at least you can drive it.
