as i noticed, the jetting, needle, bore(38mm) all looks same for both carburetors. ill give a try on flat top carb this weekend.

Yes, both carbs are 38mm

L16 and A12 require 12:1 to 14:1 air-fuel ratio so the jet needles are similar. The biggest difference is the dome spring, it is heavier in the L-series carburetors. That affects the acceleration mixture.
