Sounds like they put loc-tite on it. The factory parts catalog shows no washer nor clirclip on the standard column, but the collapsible column has both.

The service manual says for the collapsible type to screw in to adjust for less than 1mm play between the bushing and the washer, then crimp it in two places.

Thanks DD. I think it was definitely loc-tite. I didn't crimp it or put a washer in. I might try and fit one in there but it is going to be a tight or impossible fit.
