I don't see the problem with getting 200bhp (somewhere around 150bhp at the wheels) from a turbo A14. That was the target I would have been aiming for with my turbo A12, if I ever got around to building it! And having talked extensively to guys who used to race sports 1300s, I don't see why it would be a hand grenade.
But it would need to be a well designed and built system, with a well suited turbo, good manifolding and port work, and a suitable cam. Forged pistons are a must (it will be a hand grenade with cast pistons!) and the usual prep work on the bottom end. I wouldn't have thought it was an unrealistic expectation in intercooled EFI form.
