because of class regs....i can use a single 40mm weber to two 1 1/4 Su's which will give the most/better performance???

I will go with the weber because you have a greater potential airflow.

approx 1/4 inch larger per throat.

The weber throat size is 40mm
the SU's throat size is 31.75mm

So that = weber.
