I need some help in balancing the carburetor for my A15 engine. I see three screws on the carburetor two on the side close to the tappet panel cover and one on the other side. I know that on the side that has the two screws, one is the air screw and the other is the throttle screw, but i'm confused as to what the screw on the other side is and what it is used to adjust. The screw goes into the carburetor and it has a spring between the body of the carburetor and the head of the screw. Can anyone of you guys help me to figure out this problem that I have?

What kind of carburetor do you have? The stock A15 setup is a single carb, so there is no balancing needed. The screws are:

1. Idle speed screw
2. Idle mixture screw (fuel jet)
3. Fast idle speed screw

The fast idle screw head is towards the tire. The other two have heads toward the engine.

Glad to hear it helped.

Do I really need the choke to work or can the engine work fine without it?
Keep in mind that in a warm country like Trinidad, you may not need a choke at all. As long as it starts fine, idles without dying, and you can drive it away right away, there is no problem.

In colder weather with cold engine, the engine needs a richer mixture up to very rich. The choke does this. Once the engine is warmed up the choke should be 100% open.

Where exactly is the EGR valve located
Good question. It's always on the intake manifold, cause it feeds exhaust gas into the intake. Often there is a pipe from the exhaust manifold to the EGR valve (or to some passage of the intake manifold).

On the A-series engine, it's on the top front of the intake manifold, in front of the carb. It reduces performance somewhat, but cleans up the atmosphere (which is more important), so if it's working, leave it be. If it's broken (leaking vacuum) replace it or just plug the vacuum hose.

Most of your B310 tune-up specs like dwell, valve clearance, etc will be the same as the others ... see Tune-Up Information. Timing varies even in the same year by country, state, engine, etc. So just try 5 degrees to start, then see if you can increase it bit without pinging.
