cam timing is correct and stil having troubles, when tightend there is still a gap and there is an extreme angle on the rockeres that are opening up the valves. if the cam is a billet cam would this be happining???

what do you mean IF its a billet cam? Only you would know! Did you supply them a cam to regrind, or did you purchase a cam from billet off them?

humor me and answer the questions I've asked you for once. Can't help if you don't give us more info - we're going around in circles at the moment.

here's my two cents, i agree with benny. if you pulled the cam inplace the cam followers are lying in your sump and the pushrods are sitting on the camshaft, thats why you cant adjust them.

in fact i place money that they are in the sump

can't be that - he's complaining that something is binding when installing the rocker assembly, preventing it from meeting the cyl head. If the cam followers were missing, the pushrods (even the long A14/15 ones) wouldn't be anywhere near the rockers - even the ones on a cam lobe at peak lift!

from the info we have to go on at the moment, most likely causes in order are:
1) incorrect A14/15 pushrods. PLEASE measure one! it will take about 3 minutes to eliminate this possibility.
2) incorrect cam timing.

there is another possibility too - maybe whatever he used to hold the cam followers in place when installing the cam is doing too good a job of it

If it was inccorect cam timing the push rod length shouldnt matter.

I agree that maybe what ever was used to hold the followers in is doing a good job.

Did you tap them into the block to hold them? If so you may need to give the adjuster side of the rocker a light tap to free them up.

And I don't want to insult your intelligence, but did you put the pushrods in the right way up? (Ball to the bottom, cup to the top.)
