use any external fuel pump off any EFI car, as all will make plenty over the 25psi you are after... try volvos and stuff at local wreckers or a vl/ea pump would be good
if you need 25psi fuel pressure that means your planning 20psi boost

im not 100% sure you can get a malpassi that will regulate from say 75psi (efi pump pressures) down to 3psi, this is the problem really. i've never been able to get a clear answer on that either.
you could always run a constant 3psi pressure through a fixed reg like i've tried to tell you before though, then ramp fuel pressure when boost comes on
unfortunately i dont know the answer for getting 25psi pressure, as i've tried searching for regulators but they either wont work with fuel or are rediculously priced and bulky industrial items
trying to us a small line to reduce pressure is not going to work,put in a larger line and use the standard line as a return line, i t-pieced the breather on top of the tank for my surge tank fuel return (coupe fuel tank)
are you using a surge tank with an efi pump??? you probably should as even with a surge tank i have managed to empty it (1.8ltrs) on long up-hill runs, im considering installing a second lift pump which i can turn on when expecting long sessions of boost
fuel pump issues and blowing carby gaskets is what made me get angry enough to install the injection
