thanks 120fly. the big prob being i dont know who owned it b4!!!!!! no i didnt pinch it. it was at a tow truck place an the guy said he hadnt seen the guy 4 2 years an he hadnt paid a cent so he sold it on him
 what is needed for a proof of purchase? thanks again

You should be able to sign a Statutory Declaration and tell your story on how you came to get it.
Go into the DOT and ask them about what you want to do. Or if you have a few free hours and like being on hold, call them.
