which part of the cable are you adjusting?

i'd recommend looking at it with the drum off and figuring out why it's not working right

the one where 2 cables from each drums meet the one with a long rod

I did took the drums off it seems that you have to excessively pull the cable to even make the toggle lever to push the shoe

If your rear brake shoes were provided by an aftermarket manufacturer, sometimes they provide both a leading and a trailing brake shoe. You have to be careful and make sure each shoe is fitted where is is designed to go. Maybe you have the leading and trailing brake shoe switched around and this is why the handbrake assembly is not working properly.
Take the shoes off the side that is not working and try to swap the shoes. Usually one brake shoe has longer pad material than the other, one is the leading shoe and the other the trailing shoe. Its worth checking out before trying to modify the handbrake assembly.

I took all 4 brake shoes (2 pairs) and they are all the same and the shop/brake bonders matched and measured it.

brake drums could be well past they wear limits. Hand brake cable could also be stretched beyond specs aswell.

Also try adjusting "Adjuster Assembly " (7) to max adjustment with drum on, then remove drum and adjust "Adjuster Assembly" one extra click. refit drum and try handbrake...

One more thing..Is there a chance that the "Adjuster Assembly " has been fitted upside down [facing the wrong way] may offset one shoe [could explain the shoe dragging on the drum]

if I adjust the adjuster to the max and then remove the drum, it will be hard to remove the drum.
if ever I get the drums off it will be impossible to put it back by adding one extra click to the adjuster
Very sure the adjuster is not fitted upside down (double checked that as well)

I might take a photo of my drums and also when the cable is pulled to show the toggle lever and link movement
