Whats your plans there? what is this going into that requires the centre to be offset so much? If I shortened either axle tube 50mm, i would then shorten the opposite one the exact same amount.
Most shops wouldnt bother taking the tubes out or even bother trying to drill the welds out. There is no need. They would just cut it near the outside end near the bearing carrier. Then shorten the tube. Then sleeve the tube a little. Refit the bearing carrier and weld it all up.
