Change your points/plugs and do a valve adjustment and you'll see more of a power increase.

Or maybe port and polish your glovebox, now that will blow your socks off.

Im surprised no-ones mentioned the gains from double overhead dipsticks?

ive got an old fan you can have for $33 will do exactly the same job

if you want more oxygen you just shove more air in ie:turbo,bigger carbs,cam,head etc
making it by electrolosis in the kind of quantities your going to need will require a factory. where does the electric power for this come from.
so we have a 1200 with a building on a trailer with a loooong extension cord to do the job of a turbo you could fit in a shoebox.
there are good reasons no-one does these things
