You say it's for an A12 engine, but don't confirm that it's for an A12 carb.
The carb that was used on the 1200 & all the later downdraught Hutachi's that came on A series engines used a center stud to secure the air filter housing to the carb.
The 1000 caeb, .. however, used a paralell section that projected upward from the air horn & the filter sat over this with a rubber insert to allow sealing.
The whole thing was secured to the carb by a clamp with a long screw that protruded out far enough under the main body to be turned with the fingers via the loop formed in the end.
From your description you have provided, it sounds to me like the 1000 carb.
Grab some carby cleaner from an autoparts store & spray the outside of the carb untill you can find the carb model number. This usually looks to be printed on the main body & can be very faint at times, usually the fuel bowl & will look something like DCG286 [1000] or DCG306 [1200] Other models of this engine, including the 1000 coupe, used different versions of these carbs, but all had similar model numbers.
If you can get that number, we can identify the carb & if it's a 1000 item, then I suggest that you source a newer one as stock air filter housings & aftermarket 'sports' types for the center stud type will be MUCH easier to obtain.
If you do have a center stud type, then have a look at the top. Is the stud broken off in the center,[get it out] or is the thread stripped? [helicoil it]
