Do the tail lights that are on when the headlights are on share the same fuse as the dash lights? I seem to have a bad ground, everytime i change the fuse and turn my headlights on, my fuse blows...

The usual arrangement is that the headlamps are fused separate to the tail lamps.
Most cars will have an individual fuse for RH and LH headlamps and perhaps the Hi and Lo beams may also be on separate fuses.
However the tail lamps are usually on the same fuse as the dash lamps.
This is a safety design so that the driver becomes aware of an electrical problem when the dash is dark.
Try unplugging all the lamps to see if the fuse is OK, then plug them in one at a time.
One trap is having the incorrect globe fitted to a tail lamp socket.
If a single filament globe is fitted where a dual filament is required, the globe contacts can short out and cause problems.
Corrosion of sockets can also introduce faults so you may need to inspect all the fittings for integrity.
Hope this helps, electrickery is soooo much fun

hmm just read your reply better graem. so if i unplug everything hooked up o that fuse and plug them in one by one i should be closer to the culprit. can anyone tell me what else is hooked up the the fuse that is closest to the drive door and closest to the rear of the car if you get me.

Sounds like a short or overload, rather than a bad ground.

The running lights should each be checked: Remove each bulb, and examine the sockets for bad wiring. You may find something physically wrong; if so, fix it and you'll be done.

The short may be in the headlight Since it occurs whenever you move the knob.

just be careful, with my sedan that i owned 10yrs ago the same thing happened to me without me relising it, one night coming home from work i could smell burning plastic, it turned out that the fuse got that hot it burned a hole in the fuse box.

Turned out it was a short in the wiring, get yourself a test light and inspect for burnt wires and check the light connection and replace if necessary.
