Thanks dodgeman, I just took it off the car now and on the work bench it works. So maybe the spacer is wrong? Or the arm is bent?

I am still fighting this problem, and the 77 red manual isnt helping.
The service manual contradicts the intake position in the fuel line diagram. IE shows the fuel filter on the wrong hose. After blowing out all of the lines, some being fairly resistant, I now cant use my Mityvac to suck from the tank any more. it doesnt generate any vacuum at all, although the mityvac is fine. I do feel the pump is not contacting the cam correctly because the bench test shows plenty pressure, but on cranking installed, shows none. Just a bouncing needle from the engine turning over. I am at a loss as to where to start back at troubleshootingm and its freakin cold in my uninsulated garage...

So you can feel pressure on the pump while cranking the engine. Put your finger on it.

appears to be the same pump as the 4 or six spares I have, its the gold unserviceable model not the cast bolt together type.

I plugged the fuel pump with my finger while my friend cranked and felt no pressure in or out. I have the stock red spacer still in place.
The pump is a Carter M60265

RockAuto HERE has been the cheapest, however when ordering the Carter Mechanical replacement punp At $14.60 they keep sending me a Fiat Pump like this one HERE They sent me one I called and told them it was wrong and then they sent me another and it turned out to be the same FIAT part. Said shipping was too high and I should keep both wrong parts until they figure out what is going on. They said they were sent the correct Carter boxes with the wrong parts inside. Good news is these Fiat ones are made in italy by BCD and go for $75 bucks on ebay, LOL.

No can do. Most of use are running Nissan pumps, I doubt if anyone has a Carter pump. You might check the Carter web site or another vendor (like PartsAmerica.com) to see if they list the same or a different part number.

Replace it with a facet electric pump. Are the lines clear to the tank? It is not uncommon for crap to build up in fuel lines.

Why spend money to fix this?
The original factory (made in Japan) pumps have screws that hold the top and bottom together. The Japanese pumps last for decades and can often be fixed with a simple cleaning. The aftermarket don't have the screws, it is just a pressed together thing. The aftermarket often last for a year or so, not worth messing with, instead buy a $40 electric pump. You can view topic.
