if they are weld on you would assume they would be steel sleeve, if so $300 with springs isnt a bad price at all

i wouldnt have thought $250 is that high a price for the sleeves and anodised rings ... i couldnt make them myself for much less than that

the kit isn't cheap tho, but they look like quality, you should give kev rowley a call, pm me and i'l give you his number if you like, he is the only guy to talk to about this sort of stuff
