top option- if you do option 2, more stess (leverage from bolt head to its end )
thats my understanding of longer bolts with hight stress loads

it would probably never happen with high tensile but im talking theory

Well yeah thats what I did initially, but the bottom rail has less surface area and was worried about bending the rails, could make some larger diameter shims for the mounts I guess...
