Exactly, I have seen steering off center because the arm on the steering gearbox was put on when the steering was turned, they then had unequal turns from lock to lock and just adjusted it by making the tierods uneven.

Set the toe correctly ensuring the tierod lengths are equal, then make sure you have equal turns lock to lock, if not remove the arm from the steering gearbox, center the gearbox and refit the arm. Then you can remove and center the steering wheel if needed.

This way you will have centered equal steering with equal turns lock to lock, job done properly!
